LGO Exam 2011 is to be held on 04.09.2011

Limited Departmental Competitive Examination (LGO), 2011 for Postal/Sorting Assistants of Divisions for the vacancies of the year 2011 will be held on 4.9.2011 (Sunday). The Directorate, New Delhi vide letter No.A-34012/2/2011-DE dt. 26.4.11 has communicated this postponement of examination which was earlier scheduled to be held on 29.5.11.


Work stalled in post offices over arrest

Dear Comrades,

Jorhat, April 28: The head post offices of Jorhat, Golaghat and Sivasagar districts were paralysed today as employees abstained from work, protesting the arrest of 11 colleagues of the Jorhat post office, including the postmaster, on Wednesday.

The employees were arrested after police recovered 115 Common Entrance Examinations forms (for engineering and medical) along with 20 envelope covers (without forms inside) from the official almirahs and drawers of the employees. The post office authorities had claimed that the entire stock of 1,200 forms had been distributed.

The examination, to be conducted by Dibrugarh University, is scheduled for May 21 and 22. Six employees were arrested from the Jorhat head post office in the afternoon, while five others named in the FIR lodged by the district administration, surrendered at Jorhat police station last night.

A case (262/11) had been registered under Sections 188, 167 and 418 of the IPC. Five were granted bail last night itself while six others were questioned and are expected to be granted bail by this evening. Many people, who came to the post offices for various transactions, including a large number of candidates who came to deposit the forms, were seen waiting outside the Jorhat post office late till 2pm today, after which the main entrance door of the office was opened.

However, the forms were not accepted today and the authorities said the same would be done from tomorrow by allotting separate counters. The last date for submission of the forms is May 4. Though the employees had called for ceasework till 1pm today in the three head post offices of the districts, work started only after 2pm.

Secretary of the Sivasagar circle unit of the All India Postal Employees’ Union, Dhrubajyoti Hazarika, said the ceasework decision was taken to protest against the “unjust arrest” of the employees. He said the employees had never kept aside the forms with any wrong intention, but for their own wards or close relatives and friends. He denied there was any “black” sale of forms.

“As they (the post office staff) had no time to stand in the queue, a handful of forms was kept aside. All the forms were bought by paying the usual amount,” Hazarika said. He also said the employees today wore black badges as a form of protest. The Jorhat district unit of the All Assam Students’ Union (AASU) expressed its concern over yesterday’s incident and suspension of work today.

Dhrubajyoti Hazarika, the AASU general secretary (Jorhat district unit), said the employees should not support those involved in malpractice. Yesterday, parents and candidates, who did not get forms, were not convinced with the authorities’ announcement that the forms were over.

They approached the Jorhat deputy commissioner, who deputed an additional deputy commissioner along with an executive magistrate. A police team searched the offices and recovered the forms. Later, all the 115 forms were re-issued by executive magistrate Lisa Talukdar to other candidates.

Stamp to mark Pope John Paul’s India visit silver jubilee

Thrissur (Kerala), April 29 (IANS) Indian postal department will Sunday release a special stamp to commemorate the 25th anniversary of then Pope, John Paul II’s visit to the country.

The ‘Special Day Postal Cover’, released in association with the archdiocese of Thrissur, depicts a frontal view of the Basilica of Our Lady of Doulours, Thrissur. The cover also has a postal cachet mark (design) of the rostrum used by John Paul II during his visit to Thrissur.

Chief Post Master General (Kerala circle) Shobha Koshy will release the stamp by presenting the first cover to Reverend Andrews Thazhath, archbishop of Thrissur. A stamp and coin exhibition also began Friday in the basilica premises to mark the occasion. It will last will Sunday.

Investors to get e-mails as India Inc sent on green drive

Dear Comrades,

The government has asked corporates to communicate with their shareholders electronically in order to cut down on the use of paper .

The move is part of the latest 'green initiative' by the ministry, but could also help companies cut costs by obviating the need for paper-based communication. Under the Information Technology Act, 2000 service of documents in electronic mode is considered valid delivery.

The ministry of corporate affairs has directed all companies to maintain a formal register of valid e-mails of all its shareholders where key communication like notices of company meetings can be send.

Currently, companies are required to communicate with their shareholders through the postal route.

The ministry has informed its regional directors as well as the registrar of companies of its decision, asking them to ensure that companies start electronic communication.

"We have to give a certain period of time for this transition to take place," said an senior official in the ministry.

The ministry has earlier initiated steps to ensure electronic filing of documents by companies. As per the directive, companies will give sufficient time to its shareholders to get their e-mails registered so that they are do not miss on any of the notices and circulars sent by their companies.

Companies have welcomed the move.  "It is desirable that electronic means of communication is increasingly recognised under the law and in that terms the government's directive is welcome," said Ashok Haldea, director, PTC India Financial Services Ltd.

The trigger for the move came from a decision of the country's postal department has decided to discontinue their postal facility under 'certificate of posting' route, which allowed companies to send out bulk mails.

Using normal postal facility will not only be expensive but also cumbersome for corporates.

Use of electronic means can definitely reduce costs for companies, says Mr Haldea, but cautioned that cost savings should not be the primary driving force behind the use of electronic communication means. "It is the quality of communication and effectiveness of the process that should be the key reason for the change," he said.

The government's direction is clear that till the time any shareholder has updated his e-mail address with the company, all communication will be made in the physical form to their registered address. Many shreholders may not be comfortable in dealing with paperless communications or access to the necessary infrastructure. This will ensure that they are kept in the loop.

Siwan post office 'richest' in Bihar

The post office in Bihar's Siwan district HQ remained the richest post office for the third consecutive year, receiving the highest number of 35,600 international money orders via western union between April 1, 2010 and March 31, 2011.

Gopalganj was a poor second, receiving 24,800 international money orders while Motihari with 21,000 and Darbhanga with 20,000 international money orders via western union remained at the third and fourth positions respectively. Patna GPO lagged behind all of them and finished fifth.

Postage stamp on Shri Satya Sai Baba

What made a man of miracles into a living God? Simply miracles can't take you to the Godliness. After all there are many who perform some or other sorts of miracles. But Satya Sai Baba lived his life for the people. He not only occupied the minds of the people but won their hearts, too, by taking up many social projects.

He supported a variety of free educational institutions, hospitals, and did other charitable works in over 166 countries. The Sri Sathya Sai Institute of Higher Learning (now changed to Sri Sathya Sai University) in Prashanthi Nilayam. Sri Sathya Sai University which's Chancellor was Baba himeself. It has three campuses, one at Puttaparthi for men, one at Whitefield, Bangalore for men and one at Anantapur for women. His charity supports an institute for Indian Classical Music called the Sri Sathya Sai Mirpuri College of Music. Baba's educational institutions aim to impart Character Education along with Excellence in academics with emphasis on Human Values and Ethics.

Sathya Sai Baba chaired the Muddenahalli-Sathya Sai Loka Seva School and Sri Sathya Sai Loka Seva Trust Educational Institutions in Muddenahalli-Kanivenarayanapura regions. In addition, a Sathya Sai Baba University and Medical School as well as a world class hospital and research institute are being constructed on over 200 acres (0.81 km2) to serve the destitute population. Baba had said that the campus will be modeled after Puttaparthi and will infuse spirituality with academics.

Sri Sathya Sai Super Specialty Hospital, Whitefield (suburb of Bangalore), Karnataka. The Sri Sathya Sai Institute of Higher Medical Sciences in Puttaparthi is a 220 bed facility that provides free surgical and medical care and was inaugurated by Prime Minister Narasimha Rao on 22 November 1991.The Sri Sathya Sai Institute of Higher Medical Sciences in Bangalore is a 333 bed hospital meant to benefit the poor. The hospital was inaugurated on 19 January 2001 by Prime Minister Atal Behari Vajpayee. The hospital has provided free medical care to over 250,000 patients.

The Sri Sathya Sai General Hospital was opened in Whitefield, Bangalore, in 1977 and provides complex surgeries, food and medicines free of cost. The hospital has treated over 2 million patients.

The Sri Sathya Sai Central Trust runs several general hospitals, two specialty hospitals, eye hospitals and mobile dispensaries and conducts medical camps in rural and slum areas in India. The Trust has also funded several major drinking water projects. One project completed in 1996 supplies water to 1.2 million people in about 750 villages in the drought-prone Anantapur district in Andhra Pradesh. The second drinking water project, completed in 2004, supplies water to Chennai through a rebuilt waterway named "Sathya Sai Ganga Canal". Other completed water projects include the Medak District Project benefiting 450,000 people in 179 villages and the Mahbubnagar District Project benefitting 350,000 people in 141 villages. In January 2007, the Sri Sathya Sai Central Trust said it would start a drinking water project in Latur, Maharashtra. In 2008, 2 million people in the state of Orissa were affected by floods. As a relief measure, Sri Sathya Sai Seva Organization, has built 699 houses as a part of their first phase in 16 villages by March 2009.

On 23 November 1999, the Department of Posts, Government of India, released a postage stamp and a postal cover in recognition of the service rendered by Sathya Sai Baba in addressing the problem of providing safe drinking water to the rural masses.

Delhi Election Commission launches process of including NRIs in electoral rolls

Dear Comrades,

Non-Resident Indians (NRIs) hailing from the city can now apply for inclusion of their names in the voters' list with Delhi Election Commission (EC) formally launching the process for entry of their names in the electoral rolls.

The Election Commission earlier this year had issued guidelines for enrollment of names of NRIs in the rolls after holding several rounds of discussions with the ministries of external affairs and overseas Indian affairs.

Officials in the state Election Commission said overseas citizens from the city can apply for enrollment into voters' list through Indian missions abraod or can approach voter registration centres in the city. For enrollment of names in voters' list, an NRI can go to an election registration officer (ERO) in person or send by post his application to the ERO concerned.

A postal application must be accompanied by copies of the passport and some other documents duly attested by an officer of the Indian mission in the country concerned. According to earlier rules, an NRI's name gets deleted from the voters' list if he or she stays outside the country for over six months at a stretch.
However, Representation of People (Amendment) Act, 2010 has allowed an Indian citizen residing abroad to enroll in voters' list and exercise his franchise even if he or she remained away from the place of residence in India for more than six months owing to employment, education or otherwise. After enrollment, an overseas elector will be able to cast his vote in an election in the constituency, in person, at the polling station where he is registered as an overseas elector. For enrollment into voters' list, an overseas Indian must have Indian passport.

India Post plans special counters for rural areas

Dear Comrades,

India Post will set up special counters in areas that do not have access to basic postal services. The move aims to bridge the rural-urban divide by promoting financial inclusion in interior areas.

As a first step towards this, the postal department will carry out a study on the distance people need to travel to reach to a post office. The study, which will arrive at a base figure, will assess the reach of the postal department in realistic terms and determine the areas that are under-served. The department expects to finish the study by the end of the year.

India Post to Provide Online Details of Parcels

Dear Comrades,

In order to bring transparency, the Department of Post has decided to provide the details of parcels by its international partners or sent through it to international destinations. Indian Postal Department in partnership with International Postal System has started mail tracking system and the service in now open for general public.

DoP is strengthening its services on Internet to revive the postal department. As part of this endeavour, the Department in early march announced launch of e-post office. India Post is expected to launch pre-paid 'White line' smart card by May 15.

Postage Stamps to go online in 2012

Department of Post is planning to introduce online version of postage stamps, which will enable India Post customers to use print out of the stamp for sending mails.

"Our effort is to make access of postal service easy and simple for users. We are working on project that will enable them to print copy of bar-code based receipt and use it in place of postal stamps for sending mails," Department of Post (DoP) Secretary Radhika Doraiswamy told PTI.

The project is a part of e-commerce initiatives by India Post, she added."Our minister (Union Minister for Communications and IT Kapil Sibal) has already inaugurated e-post office and has asked e-market place to be developed. We are in process of developing application for various platforms on internet," she added.

Under the e-market place project, DoP will facilitate selling of small scale and cottage industry products through its website.

The product catalogue will be published on internet and will give customers an option to select and make payments for the purchased product online.

Once the order in placed, post-office, located nearest to the product seller's location, will arrange for the pick-up and delivery of the product to the customer.

"We will accept orders from both domestic and international customers," Doraiswamy said.

Doraiswamy mentioned that DoP is contemplating introduction of home pick-up services for mails and parcels for some set of services such as registered post, insured post, speed post and WorldNet.

"Customer would have to pay online and register for the service. A postman will then go and pick the parcel or mail from the customer. The plan, however, is currently in a discussion phase," she said.

She added, "We have to ensure that post office gets the payment for delivering services and customers get services conveniently. Everything is being worked out through RFPs (request for proposals), but most of our services will come on internet in 2012," Doraiswamy said.

Organisation meeting in Malkangiri Sub-Division

Dear Comrades,

Due to the sincere and consistent effort of the comrades of Malkangiri Sub-Division a grand organisational meeting was held at Malkangiri in presence of hundred of comrades participated from the distant corners of the Sub-Division. Every comrade present in the meeting had an interaction with the Representatives of the AIPEU Koraput Divisional Branch. The action taken by the Divisional branch and CHQ for the welfare of the employees were discussed in detail. As well as a detailed discussion over the possible threats from Government and Administration was elaborately done to update our comrades. A good number of positive suggestions regarding mail arrangement and payment of NREGS amount was also noted and action on the same will be taken shortly. A memorandum containing demands of the GDS employees of Malkangiri Sub-Division was signed and submitted to the representatives of the Divisional Branch for further submission to SSPOs and Postmaster General for taking immediate fruitful action for fill up of the said demands.

India Post to launch "Mail Van" service in J&K

Jammu, April 15 (PTI) India Post is introducing Mail Van for Katra, the base camp of the Cave Shrine of Mata Vaishnodevi in Reasi district. "India Post is introducing Mail Van for Katra and Mata Vaishnov Devi University linking Jammu from April 18 this year in order to speed up postal services in Jammu and Kashmir", Chief Postmaster General (CPG, John Samuel said today. Samuel said under the Next Day Parcel Service, to be introduced on 18 April at Katra, parcels will be delivered on the next day in Delhi and in Punjab.

India Post to provide details online of parcels held by custom

Dear Comrades,

The Department of Post is working on providing details of parcels received by its by its international partners or sent through it to international destinations.

"As part of mail tracking systems introduced by us, we will add details of parcels held by customs on our website. received by us from international partners or send by us to international destinations," Radhika Doraiswamy, secretary, Department of Post told PTI.

India Post in partnership with International Postal System has started mail tracking system and the service in now open for general public.

DoP is strengthening its services on Internet to revive the postal department. In this endeavour, the Department in early march announced launch of e-post office.

DoP is working out ways to enhance online transactions of people in India. India Post is expected to launch pre-paid 'White line' smart card by May 15.

National Roundtable Conference on Mainstreaming of Rural Postal Network

Postal network with its size and reach across the country is the unique institution having potential to serve the rural community. Post Office is a microcosm of the rural community and is susceptible to changes in the environment. Therefore Department of Posts (DoP) needs to clearly redefine and reinvent the role of the Post Office in this new environment. This was stated by Shri Kapil Sibal, the Union Minister of Communications and Information Technology while inaugurating the National Roundtable Conference on Mainstreaming of Rural Postal Network here today. The Minister said that the Department is already on the road to Information Technology induction. Rural Information Communication Technology (ICT) segment of this project will throw up opportunities for serving customers on high end of the economic scale and development on initiatives as well as for ensuring last mile delivery.

Understanding that technology is not the end but is means to end like good governance and better quality of service India Post must adopt a holistic approach to technology led transformation. This platform be used to understand and conceptualise how important process reengineering, skill development and enhancement and resource planning is for implementing the new technology in our post offices. In the new environment possibilities of the rural post offices and Gramin Dak Sewaks being empowered and developed to become the “Vehicle of financial inclusion” and “Agents of last mile reach” in the digital age may be explored,he added.

India Post is the biggest postal network in the world, a major portion of which, consisting of about 139,000 post offices, is located in the rural India. Through a unique model of its rural branches, run by personnel drawn from the local communities, India Post has been providing mail, financial, and retail products to the remotest and most backward areas in a cost-effective manner. Its network is highly trusted and accessible to all the sections of the society. The network is however facing challenges of its under-utilization due to falling volumes of physical mails in rural areas. There are concerns that such sub-optimal utilization may be a loss of opportunity for this valuable national institutional capital.

India Post has the largest outreach among all the Central Government departments and agencies. This network has been and is continued to be used by other Government agencies in order to reach the people residing in the hinterland of the country due to its overarching reach. It is also the largest financial delivery network in the country and thus is ideally situated to deliver various instruments of financial inclusion, and social and economic development, particularly in rural areas. Moreover, rural postal personnel possess valuable information-capital on the households that can be leveraged to efficiently identify the prospective recipients of the social protection programmes. An ambitious programme of computerizing and digitally connecting the entire postal network is likely to further strengthen the potential and the capabilities of the network.

Rural post offices (called Branch Post Offices) function for three to five hours on all working days. They book registered letters, money orders, and collect ordinary letters through letter boxes located in all the villages even when they do not have a post office. They also deliver letters, both ordinary and registered and money orders at the doorsteps of all the addressees residing in their delivery jurisdiction. They open and service various kinds of deposit accounts and sell Rural Postal Life Insurance. They also provide retail services such as telephone and electricity bill collection. Some branch post offices (BOs) perform very specialized functions, e.g. 1,181 BOs collect data in respect of about 275 items of consumption every month on behalf of Ministry of Statistics and Programme Implementation for computation of Price Indices. The BOs are also involved in wage distribution to MGNREGA workers through more than 4.83 crore accounts.

The Minister for State for Communications and IT, Shri Sachin Pilot, Member Planning Commission, Shri Mihir Shah, Secretary Rural Development, Shri B.K. Sinha, Secretary (Posts) Ms Radhika Doraiswamy, Director Tata Institute of Social Sciences, Shri S. Parsuraman, experts, academicians and officers were present. The roundtable is being attended by various stakeholders in addition to the policymakers within India Post. It will explore various opportunities of engagement of the rural postal network towards social and economic development of rural communities and improvement of revenues of India Post in the process. This process will lead to drawing up of a roadmap for the rural postal network to bring it to the social and economic mainstream of rural India. This roadmap will also inform the Rural Entrepreneurs program for Gramin Dak Sewaks (Rural Postal Personnel). The conference will deliberate and try to identify initiatives for mainstreaming of rural post offices in the community they serve; inform stakeholders the opportunities coming up for the rural post offices in the near future through Rural ICT of India Post 2012 and bring out valuable inputs for orienting the Rural Entrepreneurs program for Gramin Dak Sewaks to address the needs of the community served by the Post Office effectively

Department of Post to launch pre-paid smart card by May 15

Dear Comrades,

IT and Communications Minister Kapil Sibal on Monday said the Department of Post (DoP) would launch pre-paid smart card by May 15 this year.

"It (DoP) is waiting for approval from the Reserve Bank and by May 15 it will launch the pre-paid cards," Sibal said on the eve of completion of 100-days agenda set by him in January this year.

The White Line pre-paid smart card of India Post will be like a debit card, which can be used by a person to pay bill at stores, make transactions on internet and on mobile as well.

These cards will be issued from post offices and can be loaded with an amount ranging from Rs 1,000 to Rs 50,000, as mentioned in the tender floated by DoP.

DoP has partnered with HSBC, ICICI and IDBI for this project. The card can be operated at merchant establishments or ATMs where Master Cards are acceptable and in the respective Post Offices.

IT MODERNIZATION PROJECT - Dept. of Posts, India

India Post has an approved Plan Project with an outlay of R.1877.2 Crore for IT Modernization Project. The project has following components:

 
i. Development of integrated modular scalable applications for mail, banking, Postal Life Insurance advanced financial services and ERP solutions for accounts and HR Operations of the Department.

 
ii. Provision of ICT devices in rural post offices with required applications for performing postal, banking, insurance, retail operations.

 
iii. Establishment of IT infrastructure of Data Centre and Disaster Recovery Centre and networking of all Post Offices including Branch Post Offices in the rural areas.

 
iv. Provision for training, change management, capacity building of the employees of the department along with setting up of the Project Management units of Department, Circle, region and Division levels for smooth and timely implementation of the project

(iii) Enterprise-wide Human Resource Management Solution and Finance & Accounts Solution

a) The solution would enable one single source of data across Department of Posts by online data capture and real time reconciliation.

c) The solution would help the Department of Posts move from cash based to accrual based accounting system.
d) The Department Recruitment process would be streamlined.

(iv) Banking and Postal Life Insurance Solution:

 
Banking Solutions objectives

 
It will lead to Centralized processing of transactions/data, ATMs, Mobile Banking and Real time Banking. This will also enable e-commerce and web channels for customers.

 
Postal Life Insurance Solution objectives

 
a) It enables the complete insurance solution by eliminating delays and errors.

 
b) This will enable the interaction through multiple channels,

 
c) The solution would also enable safer and faster transactions including premium collection and disbursement.

RFP has been issued. Technical evaluation of Banking Solution will be completed by April 30, 2011.

 
(v) Change Management

Change Management for the India Post 2012 program will focus on effective management of change in technology and business process as a result of introduction of the IT solutions.

II. COMPUTERIZATION OF 9,600 POST OFFICES

 
Orders have been placed for supply of computers to 9,600 post offices. Supply has commenced.

 
III. WHITE LABEL PRE-PAID CARDS

 
The Department is going to introduce White Label Pre paid cards in collaboration with banks.

 
Objective

 
The objective of launching this card is to leverage cash handling expertise and the network of India Post in order to facilitate non-cash based transactions for purchase of products and services at retail outlets across the country and to earn revenue through value added service.

 
This card will be magnetic strip based loaded with pre-determined amount in rupees and could be operated at merchant locations, ATMs and designated post offices.

 
Status

 
Department of Posts has got approval from the RBI. Partner banks are awaiting the approval from RBI.

 
IV. FLAT RATE BOXES

 
100 days agenda to introduce Pre-paid parcel boxes for domestic parcels for 1 Kg, 2.5 Kg and 5 Kg. The boxes will be sold through more than 800 post offices across the country.

 
V. PASSENGER RESERVATION SYSTEM (PRS) - 100 days Agenda

 
Railway Passenger Reservation System (PRS) to be provided through 71 more post offices (in addition to the existing 120 post offices) by March 31, 2011 to benefit people who are living away from Railway Booking Counters.

 
Status

 
Railway Passenger Reservation System has been provided to 12 more post offices.

 
VI. UP-GRADATION OF SPEED POST CENTERS - 100 days Agenda

 
17 more Speed Post centers to be equipped with handheld scanners and bar code readers to provide better track and trace facility to the customers.

All 17 Speed Post centers have been up-graded.

 
VII. MICRO-INSURANCE POLICY – 100 days Agenda

 
To underwrite 45 lakh Micro-Insurance policies in Rural Areas.

46.62 Lakh Micro-insurance policies have been underwritten in rural areas as on March 31, 2011.
